In Uganda, there is a high prevalence of trauma/surgical, obstetric, neonatal and pediatric and medical emergencies. Natural disasters and Public health threats are common. Motor accidents, heart attack/stroke and others that require emergency medical response remain among the top-10 causes of death. There is limited information on access to emergency medical services available to citizens. In addition, there is no functional toll-free number for emergency response in the country. At the sub-national level, ambulances lack the products and supplies needed to provide pre-hospital care, and mainly function as emergency transport vehicles, with no capacity for medical care. It follows that Traffic Police and bystanders are often the first responders to emergency cases.
In many instances, particularly outside the urban areas, makeshift transportation means such as bicycles and motorcycles may be used to transport patients, to the nearest facility, without consideration of the facilities'..
